Streetlighting

 

Faulty streetlight

Street lights are maintained by Powercor, and faulty lights should be reported to Powercor.

Lights in car parks and malls are maintained by Council, and should be reported to Councils Customer Service Officers via email ballcity@ballarat.vic.gov.au or phone 03 5320 5500.


Request a streetlight

Requests for streetlights must be in writing and clearly indicate where and why the light is required. Your request will be prioritised, based on the reasons given in the request and details noted during an inspection of the area. The inspection will note the position of existing trees, lights, poles, powerlines and other relevant features, and assess what is required to bring lighting as close to the appropriate standard as practicable. Existing lights may be moved, or trees trimmed, to improve overall lighting. (Lights can usually only be installed on existing poles that have low voltage powerlines.)


Streetlighting & Home Security

Streetlights are designed to light the street rather than nearby properties, so are not the best way to improve security of private property. A licensed electrician can give advice about security lights. These can be set to turn on if anyone approaches the house. Do-it-yourself plug-in security lights are also available. Commercial premises should ask Powercor about a watchman light, which may be installed on a nearby power pole.


What lights should my street have?

Lighting is designed with reference to an Australian Standard, which sets out requirements for different classes of roads (eg. main roads and local streets). In new estates, the developer is required to install lighting that meets the relevant section of the Standard. In areas with overhead powerlines, the Standard allows a light on every second power pole. This provides a reasonable standard of lighting without the huge cost of installing new poles.


Streetlighting costs

Ballarat's first electric street lights were turned on in January 1895.There are now approximately 10,000 streetlights in the City of Ballarat, which cost Council approximately $80,000 per month to run. The lights are not metered; bills are calculated from average use. It costs $400 to $1000 to install a light on an existing pole.  Council pays running, installation and maintenance costs for streetlights, but makes no direct charge to residents.


Most lights are fitted with a light-sensitive switch and turn on at dusk (or in very dull weather) and off at dawn. Individual lights may turn on or off at different times, due to variations between switches, or shadows cast by nearby buildings or trees.

Lights are installed or altered by Powercor at Council's request. To minimise administrative and installation costs, requests are usually grouped by locality and sent to Powercor on one order. The work is usually carried out promptly, but is subject to Powercor's work priorities and, in some cases, the availability of fittings.
